Market Overview

Why UK buyers import non-basmati rice from India

India is the United Kingdom's largest rice supplier, with close to a third of all rice brought into the UK coming from India. Basmati leads the headline trade, but the working volume behind Britain's ethnic grocery, wholesale and foodservice sectors is non-basmati: Parmal and IR 64 for wholesale and manufacturing, PR 26 in sella and golden sella for caterers who need a firm, separate cook, and Sona Masoori for South Indian communities and lighter tables.

Demand is anchored by the UK's large South Asian population and a mainstream market that now cooks Indian, Sri Lankan and East African cuisines at home. That mix rewards suppliers who can deliver consistent grain, clean residue results and retail-ready packing, because UK buyers are judged by the Food Standards Agency regime they operate under, and they pass that discipline straight back down the supply chain.

On the Indian side, non-basmati exports are fully open. The export ban, minimum export price and export duty have all been removed, and since September 2025 each export contract is registered with APEDA before shipment, a step we complete as the exporter. That means dependable supply from the world's largest rice exporter at globally competitive levels.

At Alstoe India Exports, we treat UK-bound rice as a compliance product first and a commodity second. We help you fix the right variety, broken percentage and finish for your channel, test every lot against UK maximum residue levels before it ships, and hand your customs agent a document set that clears without questions. The commercial detail below sits alongside our full non-basmati rice range and our wider United Kingdom supply page.

The trade deal does not cut duty on milled rice

The UK and India trade agreement (CETA) explicitly excludes milled rice from its tariff liberalisation, alongside sugar, pork, chicken and eggs, so milled non-basmati rice continues under the UK's standard tariff even after the agreement enters into force. Do not price CETA duty savings into a rice deal; your customs agent confirms the exact rate for your commodity code under heading 1006.

Varieties

Non-basmati varieties we supply to the UK

Different UK channels buy different rice: wholesale and manufacturing want workhorse long grain, caterers want sella that holds its cook, ethnic retail wants Sona Masoori. We supply four non-basmati varieties from the current crop, matched to your channel, and every lot ships with a Certificate of Analysis against UK residue limits.

VarietyCropAvailable FormsBest For in the UK
Parmal2025Raw, Steam, Sella, Golden SellaWholesale, own-label table-rice packs and manufacturing
PR 262025Raw, Steam, Sella, Golden SellaCaterers and foodservice needing firm, separate grains
Sona Masoori2025Raw, SteamSouth Indian retail, ethnic grocery and lighter tables
IR 64Workhorse2025Raw, SellaBulk wholesale, cash and carry and food manufacturing

EU-compliant, non-pesticide Parmal is available on request, grown for buyers who need the cleanest possible residue profile under UK and EU limits. Crop year is declared per lot, broken percentage and sortex finish are agreed against approved samples, and broken rice as a standalone product remains subject to Indian export restrictions, confirmed per shipment.

The Key Specification

Broken percentage: the spec that sets the price

For non-basmati rice, broken percentage is the single most important commercial specification. It sets the price tier and the end use, and it is where careless suppliers cost importers real money.

5%
Whole Grain Grade

Up to 5% broken grains, mostly whole and intact. The grade for UK retail packs and quality-led foodservice, and the highest non-basmati price tier.

25%
Standard Bulk

The workhorse bulk grade balancing price and quality, common in wholesale, catering and manufacturing supply.

Sortex
Finish Option

Colour-sorted at either grade to remove discoloured grains and foreign matter, the finish UK retail and supermarket own-label buyers expect.

The agreed percentage is fixed in writing on the order confirmation and verified on the Certificate of Analysis for every lot, with third-party inspection at loading on request.

UK Import Compliance

What the UK requires, and who handles what

The UK side of this trade is process-heavy but predictable. Here is the split between what you set up once as the importer, what happens per consignment, and what we handle from India.

Your side, set up once (UK importer)

  • Food business registrationRegister with the FSA / local authority
  • Customs identityEORI number
  • ClearanceAppoint a customs agent
  • Commodity codeClassify under heading 1006
  • Packaging waste (EPR)Report packaging you place on the UK market

Per consignment (shared)

  • Pre-notificationIPAFFS entry (CHED-D) before arrival
  • Border checksPort Health documentary and MRL controls
  • DutyStandard UK tariff, per your code
  • VATZero-rated for human consumption
  • Import declarationFiled by your customs agent

The pre-notification step matters: rice consignments are notified on Defra's IPAFFS system before arrival, and Port Health authorities can sample against UK maximum residue levels, rejecting cargo that fails. That is why we test first in India, so the Certificate of Analysis travelling with your consignment already answers the question Port Health asks. Current border risk categorisation and the exact duty rate for your ten-digit code are confirmed with your customs agent per shipment, since both are set by the UK authorities and can change.

What we hold in India

IEC from the DGFT, APEDA registration, and APEDA contract registration completed for every non-basmati export since the September 2025 requirement. FSSAI, HACCP and ISO certifications are held across the supplier and manufacturer network.

What we test before shipping

Every lot is lab-tested against UK maximum residue levels with a Certificate of Analysis, plus moisture, broken percentage and admixture against your agreed specification.

What travels with the cargo

Phytosanitary and fumigation certificates, certificate of origin, invoice, packing list and bill of lading, prepared to match your LC and your customs agent's requirements word for word.

Where Rice Imports Go Wrong

Six sourcing risks and how we remove them

The Problem

MRL failure at Port Health

The UK enforces strict maximum residue levels on rice, and consignments that fail sampling are rejected at the border, a total loss after freight.

How We Solve It

Tested in India, before it ships

Every lot is tested by an accredited lab against UK MRLs and travels with an independent Certificate of Analysis, so residue compliance is proven before the cargo loads, not discovered at Felixstowe. For the strictest buyers, an EU-compliant, non-pesticide Parmal programme is available on request.

The Problem

Pricing a deal on trade-deal duty savings

Suppliers cite the UK and India agreement to imply duty-free rice. Milled rice is excluded from the deal's tariff cuts, so those savings never arrive and the landed cost blows out.

How We Solve It

Quoted against the real tariff position

We quote on the standard UK tariff position for your commodity code and say so plainly, so your margin model is built on the duty you will actually pay, confirmed with your customs agent.

The Problem

Broken percentage higher than agreed

A lot sold as 5% broken arrives at 15 to 25%. Since broken percentage sets the price, the drift quietly transfers money from buyer to seller and degrades your retail pack quality.

How We Solve It

Broken grade locked and lab verified

The agreed percentage is fixed in writing on the order confirmation and verified on the Certificate of Analysis for every lot, with third-party inspection at loading on request.

The Problem

Missed pre-notification and border delays

A consignment that arrives without its IPAFFS entry sits at the port accruing charges while paperwork catches up.

How We Solve It

Documents early, notification-ready

We release the document set early and align it with your customs agent so the IPAFFS entry is lodged before the vessel arrives, and the consignment presents cleanly to Port Health.

The Problem

Labelling that fails UK retail

Own-label packs with wrong origin marking, weights or date formats get rejected by supermarket compliance teams after the goods have landed.

How We Solve It

UK-ready packs, approved before print

English labelling with country of origin, net weight and date marking is proofed with you before printing, and recyclable packaging options support your EPR position.

The Problem

Document discrepancies stall payment and clearance

A mismatch between the LC, invoice and certificates means bank refusals, amendments, demurrage and delay.

How We Solve It

One consistent document set

Invoice, packing list, transport document, origin, phytosanitary, fumigation and COA are prepared to match the LC and each other word for word, checked before the cargo sails.

Frequently Asked

UK rice import questions, answered

What do I need to import non-basmati rice from India to the UK?

On the UK side: register as a food business with your local authority under the FSA regime, hold an EORI number, appoint a customs agent, classify the rice under heading 1006, and pre-notify each consignment on Defra's IPAFFS system before arrival. On the Indian side, your supplier holds an IEC and APEDA registration and completes the APEDA contract registration for the export, all of which we handle.

Is there import duty on non-basmati rice into the UK?

Yes. Non-basmati rice attracts the UK's standard import duty for its commodity code under heading 1006, and milled rice is explicitly excluded from the tariff cuts in the UK and India trade agreement, so no preferential rate applies. Your customs agent confirms the exact rate for your ten-digit code.

Do I pay VAT on imported rice in the UK?

Rice imported for human consumption is zero-rated for UK VAT as basic foodstuff. Rice imported for other purposes can be treated differently, and you still need an EORI number for any commercial import, so confirm your specific use with your customs agent or accountant.

What is IPAFFS and does rice need it?

IPAFFS is Defra's import notification system for products of plant and animal origin. Rice consignments are pre-notified on IPAFFS before arrival, and Port Health can carry out documentary checks and residue sampling at the border. We release documents early so your agent can lodge the entry in good time, and current risk categorisation is confirmed per shipment.

What are the UK pesticide (MRL) rules for rice?

The UK enforces strict maximum residue levels on rice, and Port Health authorities can sample consignments and reject cargo that fails. We test every lot in an accredited lab against UK MRLs before shipping and send an independent Certificate of Analysis with the consignment, so compliance is proven before the rice loads.

Which non-basmati varieties sell in the UK?

Our UK range covers four varieties from the current crop: Parmal and IR 64 for wholesale and manufacturing volume, PR 26 in sella and golden sella for caterers who need a firm, separate cook, and Sona Masoori for South Indian and wider ethnic retail. An EU-compliant, non-pesticide Parmal is available on request, and variety, broken grade and finish are matched to your channel against approved samples.

Can you do private label for UK retail?

Yes. We pack PP woven formats from 5 kg to 50 kg with your brand, artwork and barcode, English labelling with origin, net weight and date marking proofed before print, and packaging data to support your Extended Producer Responsibility reporting.

What is the minimum order quantity and transit time?

Our standard minimum is one 20 ft FCL, approximately 25 to 27 tonnes depending on packing. Sea transit from India to Felixstowe, Southampton or London Gateway runs around three to four weeks depending on routing, confirmed at booking.

What are the payment terms?

Orders are handled on a letter of credit or advance payment, with FOB, CFR or CIF terms fixed before the order is confirmed. The export document set is prepared to match the LC word for word.

How do I verify an Indian rice exporter before ordering?

Check the IEC and APEDA registration, ask how they handle the APEDA contract registration step, how they lock broken percentage and moisture in writing, and whether every lot ships with a Certificate of Analysis tested against UK MRLs. Approve a physical sample first, and start with a trial container before scaling.
