Supplying West Africa's largest rice gateway

Benin is the single largest non-basmati rice market for India. In FY 2024-25 Benin imported around 966 million US dollars of Indian rice, roughly 1.57 million tonnes, accounting for about 16 percent of India's entire global non-basmati share. No other single country buys more Indian non-basmati rice.

The reason is Benin's position as the rice transit and re-export hub of West Africa. An estimated 90 percent of the rice landed at the Port of Cotonou is re-exported onward, principally to Nigeria, which has restricted official rice imports since 2016, and to the landlocked markets of Niger, Burkina Faso, Mali and Chad. The Cotonou-Lagos corridor through the Seme-Krake border is one of the busiest trade routes on the continent.

When India lifted its non-basmati export ban in September 2024 and removed the minimum export price and parboiled duty by October, shipments to Benin surged. India exported 753,463 tonnes to Benin in just October 2024 to January 2025, up from 119,225 tonnes in the same period the previous year.

Benin introduced new rice import licensing rules in 2025, tightening the trade around established, well-capitalised importers. Working with an experienced Indian exporter who understands the Cotonou trade, current pricing from FOB Kakinada, and the documentation chain for onward ECOWAS re-export matters more than ever. That is what Alstoe India Exports provides.

Why Benin importers choose Indian rice

India is the structural backbone of the West African rice trade, and the natural origin for the Cotonou gateway.

💰

Lowest price, largest supply

India is the world's largest rice exporter with bumper production driving aggressive pricing. For price-sensitive West African and re-export demand, Indian parboiled and broken rice deliver the lowest landed cost at Cotonou of any origin, undercutting Thailand and Vietnam consistently.

🌾

The right grades for West Africa

IR64 parboiled 5% sortex and 100% broken rice are the exact grades the Cotonou market and the onward Nigeria and Sahel trade demand. Parboiled rice resists breakage on long voyages and overland re-export, retains nutrients, and stores well in tropical heat.

🛣

Built for the re-export trade

We understand Cotonou is a hub, not just a destination. Packing, documentation and grade selection are structured for onward movement to Nigeria via Seme-Krake and to Niger via the Cotonou-Parakou-Malanville corridor, supporting the ECOWAS transit chain your clearing agent runs.

📊

Volume scale for big buyers

Benin's new licensing rules favour importers who move serious tonnage. We supply at the breakbulk and bulk-vessel scale that high-volume Cotonou importers need, with consistent loading from Kakinada and other ports, not occasional small lots.

Container and breakbulk options

Container and breakbulk freight to Cotonou have narrowed in price, and we quote both so you choose what suits your cash flow and volume. Transit is 22 to 30 days from Indian ports, with consistent vessel availability on the West Africa route.

Complete export documentation

APEDA Certificate of Origin, Phytosanitary Certificate, Fumigation Certificate and NABL lab Certificate of Analysis on every shipment, the full India-side document set for clean Cotonou customs clearance and onward ECOWAS transit paperwork.

Cotonou: the gateway to 250 million consumers

Benin's rice trade is regional. Understanding where the rice goes after Cotonou is the key to sizing and structuring every order.

🇳🇬 Primary Onward Market
Nigeria
The dominant re-export destination. Nigeria has restricted official rice imports since 2016 to protect local production, creating enormous demand for rice entering via Benin. The Cotonou-Lagos corridor through the Seme-Krake border serves a market of over 200 million consumers.
Via Seme-Krake border
🇳🇪 Landlocked Market
Niger
Niger depends entirely on coastal ports for food imports, and Cotonou is its preferred gateway for Indian rice via the Cotonou-Parakou-Malanville-Niamey road axis, roughly 1,100 km. Significant overland transport cost means healthy margins for the Benin intermediary.
ECOWAS transit (DTR / T1)
🇧🃃 Sahel Markets
Burkina Faso, Mali, Chad
Cotonou is a major gateway to the landlocked Sahel. Rice is cleared at Cotonou then moved overland under ECOWAS transit documents to Burkina Faso, Mali and Chad, with the Dantokpa market in Cotonou acting as one of West Africa's largest wholesale distribution points.

What Benin rice importers worry about, solved

The real friction points in the India to Benin rice trade, and how we address them.

1

Oversupply and falling prices

The Cotonou market has seen oversupply and price pressure after India's export surge. We track FOB Kakinada movements daily and time offers and shipments to protect your margin, rather than pushing volume into a falling market.

2

New Benin import licensing rules

Benin's 2025 framework requires importer establishment, guarantees and volume commitments. We supply at the scale and consistency that suits licensed, high-volume importers, with reliable loading so you can meet monthly commitments.

3

Quality varies between sample and shipment

We send a lot-matched pre-shipment sample drawn from the exact lot loading your shipment, with the NABL lab COA. Broken percentage, moisture and sortex purity on arrival match what you approved.

4

Re-export documentation chain

For onward movement to Nigeria, Niger and the Sahel, clean India-side documentation is the foundation. We provide complete Phytosanitary, COO, fumigation and COA paperwork so your Cotonou agent can prepare ECOWAS transit documents without gaps.

5

Moisture, spoilage and long voyages

Parboiled rice at max 14% moisture, properly dried and certified per lot, resists breakage and spoilage across the 22 to 30 day voyage and tropical storage, critical when rice may sit before onward re-export.

6

Container versus breakbulk decision

We quote both container and breakbulk, explain the landed-cost difference for your volume, and recommend the structure that fits your financing and re-export timeline, as the freight gap between the two has narrowed.

Benin rice import questions answered

Which non-basmati rice does Benin import from India?
Benin imports primarily IR64 parboiled rice (riz etuve) and broken rice (riz brise) from India, in 5% and 100% broken grades, plus PR-106 and sortex-cleaned parboiled. Parboiled and broken rice dominate because they suit West African consumption and the re-export trade. Benin was India's single largest non-basmati rice market in FY 2024-25 at around 966 million US dollars, importing roughly 1.57 million tonnes.
Why does Benin import so much more rice than it consumes?
Benin is the principal rice transit and re-export hub for West Africa. An estimated 90% of rice landed at the Port of Cotonou is re-exported onward, mainly to Nigeria, which has restricted official rice imports since 2016, and to landlocked Niger, Burkina Faso, Mali and Chad. The Cotonou-Lagos corridor through the Seme-Krake border is one of the busiest trade routes in West Africa.
What rice grades suit the Benin and West Africa market?
The reference grade is IR64 parboiled 5% broken, sortex-cleaned, the standard for the Cotonou trade. 100% broken rice serves the most price-sensitive segment and is in strong demand. PR-106 parboiled is a popular West Africa grade. Parboiled rice is preferred for its resistance to breakage during long voyages and overland re-export, nutrient retention, and longer storage life in tropical conditions.
How is rice shipped from India to Cotonou, Benin?
Rice ships from Indian ports, most commonly Kakinada (Andhra Pradesh) and west-coast ports, to the Port of Cotonou by both container (FCL) and breakbulk vessel. Transit is typically 22 to 30 days. We quote both options, as container and breakbulk freight have narrowed in price, and advise the most cost-effective structure for your volume and onward re-export plans.
Is Indian non-basmati rice export to Benin currently allowed?
Yes. India lifted its non-basmati white rice export ban in September 2024 and removed the minimum export price and the parboiled rice export duty by October 2024, restoring fully free export. This triggered a major surge in shipments to Benin. Note that Benin introduced new rice import licensing rules in 2025 requiring importers to meet establishment, financial guarantee and volume commitment conditions, so working with an experienced exporter who understands the current framework matters.
What is the minimum order quantity for rice to Benin?
For container shipments the standard minimum is one FCL, approximately 25 to 27 MT for a 20-foot container. For breakbulk and bulk vessel shipments, much larger quantities are arranged to suit the high-volume re-export trade through Cotonou. Mixed grades (parboiled plus broken) can be combined in a shipment. Contact us with your grade, quantity and shipment preference for a CIF Cotonou quote.
What documents are provided for rice shipments to Benin?
Every shipment includes Commercial Invoice, Packing List, Bill of Lading, Certificate of Origin, Phytosanitary Certificate from Indian Plant Quarantine, Fumigation Certificate, and Certificate of Analysis from a NABL-accredited lab. For onward re-export to Niger, Burkina Faso and other ECOWAS destinations, the Cotonou clearing agent prepares ECOWAS road transit documents (DTR or T1). We provide all India-side export documentation required for clean Cotonou clearance.
What rice price can Benin importers expect from India?
Indian non-basmati rice is the most competitively priced origin for Benin given direct shipping to Cotonou and India's bumper production. Price depends on grade (100% broken is lowest, 5% parboiled higher), packing and shipment type (container or breakbulk). Indian FOB Kakinada parboiled prices drive the CIF Cotonou landed cost. Send your grade, quantity and shipment preference for a current CIF Cotonou quote, typically within 24 hours.
