Why USA Buys Indian Commodities

Basmati rice monopoly: True Basmati rice is grown only in the Indo-Gangetic plains of India and Pakistan. No US domestic alternative exists — making India the dominant supplier for the US Basmati market across retail, food service, and private label.

Spice origin advantage: India is the world's largest producer of turmeric, cumin, coriander, and chili — with quality grades no other origin can consistently match. US demand is driven by the $40B+ American wellness and functional food industry.

Wellness & Ayurveda boom: Ashwagandha, moringa, triphala, and amla powders have seen double-digit annual growth in the US supplement and clean-label food segments. India is the world's largest producer.

Ethnic food mainstream: Indian food is now the 4th most popular cuisine in the USA. Mainstream retailers (Costco, Whole Foods, Walmart, Kroger) carry extensive Indian SKUs — opening scaled opportunities for private label and wholesale importers.

USA Import Regulations

Regulatory authorities: Food imports are governed by the FDA (Food & Drug Administration) and USDA (for plant products and organic certification). CBP (Customs & Border Protection) handles customs clearance.

Core requirements: FDA Food Facility Registration (both exporter and importer), FDA Prior Notice of Imported Food, and FSVP (Foreign Supplier Verification Program) compliance by the US importer of record.

Pesticide & contaminant limits: Compliance with US EPA tolerances and FDA action levels for aflatoxin, heavy metals, and pesticide residues. Third-party US-accepted lab testing strongly recommended.

Retail labelling: Nutrition Facts panel (US format), ingredient list in English, Country of Origin (COOL), net weight in US customary and metric units, and US importer name & address.

Import Requirements

USA food import requirements — complete compliance checklist

All supplier-side requirements are handled by Alstoe. US importer-side requirements (marked with ‡) are your responsibility — we provide all documentation needed to support them.

1
FDA Food Facility Registration
Both the Indian exporter and the US importer must be registered with the FDA under the Bioterrorism Act. Alstoe maintains active FDA registration. Your US company must register your facility before first import.‡
2
FDA Prior Notice (PN)
Must be filed electronically for every imported food shipment before arrival at the US port. Required minimum 2 hours before arrival by truck, 4 hours by air, 8 hours by rail, or 24 hours before arrival by vessel. Alstoe provides all data needed for your PN submission.
3
FSVP (Foreign Supplier Verification Program)
US importer of record must document that foreign suppliers produce food to US safety standards. Alstoe provides complete FSVP-ready documentation — HACCP plan, food safety plan, facility audit report, lab COAs, recall procedures.‡
4
Phytosanitary Certificate
Issued by Plant Quarantine & Storage Inspection, Government of India. Required by USDA APHIS for all plant-origin food imports. Confirms consignment is free from regulated pests and plant diseases.
5
Certificate of Analysis (COA)
Third-party laboratory test report covering pesticide residues (EPA tolerances), aflatoxin levels (FDA action limits), heavy metals, microbial counts, moisture, and physical grain specifications. Essential for FDA inspection readiness.
6
APEDA Certificate of Origin
Confirms India as country of origin. Required by US Customs and Border Protection (CBP) for tariff classification, trade statistics, and any applicable preferential trade program claims.
7
Nutrition Facts & COOL Labelling
All retail packaging sold in the USA must display the FDA-format Nutrition Facts panel, full ingredient list in English, allergen declarations, Country of Origin Labelling (COOL), and net weight in both US customary and metric units. Alstoe provides label design and regulatory review.
8
CBP Customs Bond & Entry
US importer must have a valid customs bond (single-entry or continuous) and file a customs entry through a licensed US customs broker. Alstoe provides commercial invoice, packing list, and BL in CBP-compliant format.‡

FAQs

Frequently asked questions — importing from India to USA

How to import rice from India to USA?
To import rice from India to USA: (1) Engage an APEDA-registered Indian exporter like Alstoe India Exports, (2) ensure your US company has FDA Food Facility Registration and appointed FSVP importer of record, (3) submit FDA Prior Notice before each shipment arrives at the US port, (4) receive complete India-side documents (phytosanitary, COO, fumigation, COA, Bill of Lading) from Alstoe, (5) your US customs broker clears the shipment through CBP at your destination port. Total process from order confirmation to warehouse delivery: 30 to 45 days.
Is Indian Basmati rice duty-free in USA?
Milled rice from India (HS code 1006.30) typically attracts a low MFN duty rate in the USA, and Basmati rice is classified separately with its own subheadings. However, rates can change, additional Section 301 or anti-dumping duties may apply in certain cases, and classification details matter. Your US licensed customs broker should confirm current duty rates and classification before your first import. Alstoe provides full HS classification support to minimise clearance surprises.
What FDA requirements apply to rice and food imports from India?
Three core FDA requirements apply to all food imports: (1) FDA Food Facility Registration — both the Indian exporter and the US importer must be registered under the Bioterrorism Act, (2) FDA Prior Notice (PN) must be filed electronically before each shipment arrives at a US port, and (3) the US importer must maintain an FSVP (Foreign Supplier Verification Program) file documenting supplier compliance. Alstoe India Exports provides all supplier-side documentation required to build a complete FSVP file.
What is FSVP and who is responsible?
FSVP (Foreign Supplier Verification Program) is a requirement under the FDA Food Safety Modernization Act (FSMA). The US importer of record is legally responsible for maintaining FSVP documentation that verifies foreign suppliers produce food to US safety standards. Alstoe provides the complete supplier-side documentation set — HACCP plan, food safety plan summary, facility audit report, third-party lab COAs, recall procedures — so your US compliance team can build a complete and audit-ready FSVP file.
Which US ports should I ship to?
Alstoe ships CIF to all major US ports. East Coast ports (Newark-Elizabeth, Savannah, Charleston, Houston) are reached in 22 to 28 days via the Suez Canal — this is the standard routing for East Coast and Midwest distribution. West Coast ports (Long Beach, Los Angeles, Oakland, Seattle) are reached in 28 to 35 days via Panama Canal or Pacific routing — preferred for California, Pacific Northwest, and Asian sub-distribution. Choose based on where your warehousing and primary distribution centres are located.
Can Alstoe source commodities other than rice from India?
Yes — custom sourcing from India is a core service for US importers. We supply Indian spices (turmeric including high-curcumin Lakadong, cumin, coriander, chili, cardamom, black pepper), pulses and lentils (toor dal, moong dal, chana, urad), herbal and Ayurvedic powders (ashwagandha, moringa, triphala, amla, tulsi), tea, cashews, mango pulp, and organic-certified variants of all of these. For commodities outside our catalogue — handicrafts, textiles, specialty foods — we source through our verified partner network across India.
Can you supply USDA Organic certified products?
Yes. USDA Organic (NOP) certified supply is available for rice, spices, pulses, and herbal powders. We work with NOP-accredited certifying bodies in India. Organic sourcing adds typically 2 to 3 weeks to lead time, requires segregated milling and packaging, and requires complete chain-of-custody documentation which we provide. Minimum order quantities are slightly higher than conventional — typically 1 FCL per SKU.
What is the minimum order quantity (MOQ) for USA?
Standard MOQ is one FCL (Full Container Load) — approximately 20 to 25 MT for rice, varies by commodity density for spices, pulses, and powders. For trial orders and smaller importers, we offer LCL (Less than Container Load) consolidation from 5 MT through our partner consolidators at JNPT Mumbai — ideal for first orders to validate the product-market fit with your US customers.
Do you offer private label for US retail brands?
Yes. Full private-label packaging for rice, spices, pulses, and herbal products — with your brand design, US FDA Nutrition Facts panel, Country of Origin labelling, English ingredient list, allergen declarations, and barcode. Available pack sizes from 4oz retail up to 20lb bulk. We also handle USDA Organic logo placement where certified. Minimum order for custom print: 1 FCL per SKU.
What payment terms do you accept from US importers?
We accept LC at sight, LC 30/60/90 days, TT (wire transfer), and CAD (Cash Against Documents) for established relationships. For first-time US buyers, we typically recommend LC at sight or a 30% advance TT with balance on BL copy — this protects both parties and gives banking-level transaction security. Payment terms can be negotiated based on order size, commodity, and buyer history.
