Togo: India's rice gateway to the Sahel

Small in population but outsized in trade, Togo punches far above its weight as a rice market because of one asset: the Port of Lome. In FY 2024-25 Togo took around 489 million US dollars of Indian rice, up 48 percent year-on-year, placing it among India's eight largest rice export destinations, alongside Saudi Arabia, Benin, Iraq, Iran, Guinea, Cote d'Ivoire and the UAE.

What drives this is Lome's role as the premier deep-water transshipment hub of West Africa. The port handles more than a million TEU of transshipment cargo a year and acts as the maritime gateway for the landlocked Sahel. Rice arriving at Lome serves Togo's own consumers and, more significantly, moves overland to Burkina Faso, Niger, Mali and Chad, or is transshipped onward to other regional ports.

For an importer, Togo offers two advantages that the shallower ports nearby cannot match. First, Lome's deep-water berths accept the largest container vessels directly, which lowers freight cost per tonne and removes the delays of feeder transshipment. Second, India's rice is now fully unrestricted for export, and its price competitiveness is exactly why shipments to Togo jumped almost half in a single year.

Alstoe India Exports supplies Togo and the Sahel trade with the parboiled, white and broken grades the region runs on, documented for clean clearance at Lome and onward ECOWAS transit.

Why the Port of Lome changes the economics of rice

Lome is not just another West African port. It is the regions deepest harbour and its leading container gateway, and that has direct consequences for rice freight and reliability.

West Africa's deepest port, and its biggest container hub

The Port of Lome is the only natural deep-water port on this stretch of the Gulf of Guinea. Its 16.6-metre draft and 1,050-metre container dock allow it to berth the largest container ships afloat, vessels up to 24,000 TEU. That deep-water capacity is why Lome is the first container port in the Gulf of Guinea and a transshipment platform that redistributes cargo to ports across the region.

Lower freight per tonne

Because Lome takes the largest vessels directly, rice can move on bigger ships with better economies of scale. That translates into a lower freight cost per tonne than ports that can only handle smaller feeder vessels, a real margin advantage for importers and the Sahel re-export trade.

No transshipment delay

Shallow ports often need cargo to be feeder-shipped via a hub, adding days and handling. Lome's depth allows direct mainline calls, so rice arrives faster and with less double-handling, which matters for schedule reliability into the interior.

🛣

One gateway, four Sahel markets

Lome is the maritime gateway for Burkina Faso, its single largest transit partner, plus Niger, Mali and Chad. A single discharge at Lome can supply Togo and feed onward overland trade across the Sahel under ECOWAS transit, consolidating logistics for regional importers.

Where rice goes after Lome

Lome's transshipment role means most rice does not stay in Togo. Sizing an order means understanding the Sahel corridors it feeds.

🇧🃃 Largest Transit Partner
Burkina Faso
Burkina Faso is the single largest transit partner of the Port of Lome, accounting for around 78 percent of transit volume. Rice clears at Lome and moves overland north to Ouagadougou and beyond, making the Lome-Burkina corridor the backbone of Togo's re-export rice trade.
ECOWAS overland transit
🇳🇪 Landlocked Sahel
Niger & Mali
Niger transit through Lome has risen steadily, and Mali draws over 100,000 tonnes of goods a year through the port. Both are landlocked and depend on coastal gateways, with Lome offering a competitive deep-water route for Indian rice into the central Sahel.
Overland from Lome
⚓ Regional Redistribution
Chad & transshipment ports
As the Gulf of Guinea's leading container hub, Lome also transships rice onward to other regional ports and serves distant Chad. This redistribution capability lets importers consolidate large volumes at Lome and break them down for multiple Sahel destinations.

What Togo rice importers worry about, solved

The practical issues in the India to Togo rice trade, and how we resolve each one.

1

Breakage on long overland hauls

Rice bound for Burkina Faso or Niger faces hundreds of kilometres of road after Lome. We supply hard, well-milled parboiled rice at controlled moisture so it survives the haul with minimal breakage, protecting saleable weight at the final Sahel market.

2

Getting the freight advantage of Lome

Lome's deep water only helps if cargo moves on the right vessels. We structure shipments to capture the economies of larger ships calling Lome directly, passing the lower freight per tonne into a sharper CIF Lome price.

3

Quality varies between sample and shipment

We send a lot-matched pre-shipment sample drawn from the exact lot loading your shipment, with the NABL lab COA. Broken percentage, moisture and sortex purity on arrival match what you approved before dispatch.

4

Transit paperwork for the Sahel

Clean India-side documents are the foundation for smooth ECOWAS transit. We provide complete Phytosanitary, Certificate of Origin, fumigation and COA paperwork so your Lome agent can raise transit documents for Burkina, Niger, Mali or Chad without gaps.

5

Consolidating multiple Sahel destinations

Serving several countries from one shipment is complex. We help structure grade mixes and packing so a single Lome discharge can be split cleanly for different onward markets, simplifying your regional distribution.

6

Reliable, repeat supply

The Sahel trade rewards consistency. We commit to recurring shipments with steady loading from Mundra and Kakinada, so importers building the Lome-to-Sahel corridor can rely on supply season after season.

Togo rice import questions answered

Which non-basmati rice does Togo import from India?
Togo imports mainly IR64 parboiled rice (riz etuve) at 5% and 25% broken, long-grain white rice at 5% and 25% broken, and 100% broken rice (brisure de riz) from India. India is Togo's dominant rice supplier. In FY 2024-25 Togo imported about 489 million US dollars of Indian rice, a 48 percent increase year-on-year, ranking it among India's top eight rice export destinations worldwide.
Why is the Port of Lome important for rice imports?
The Port of Lome is West Africa's deepest port, with a 16.6-metre draft and a 1,050-metre container dock that can berth the largest container ships in the world, up to 24,000 TEU. It is the leading container port in the Gulf of Guinea, handling about 1.9 million TEU in 2023 and 30.6 million tonnes of cargo in 2024, of which roughly 20.2 million tonnes was transshipment. For rice importers this deep-water capacity means direct large-vessel calls, economies of scale and lower freight cost per tonne than shallower regional ports.
Is Togo a rice consumption market or a re-export hub?
Togo is both, but its defining role is as a transshipment and re-export gateway for the landlocked Sahel. The Port of Lome serves Burkina Faso, which is its single largest transit partner at around 78 percent of transit volume, along with Niger, Mali and Chad. Rice is cleared at Lome and moved overland under ECOWAS transit documents, or transshipped onward to other regional ports, in addition to supplying Togo's own domestic consumption.
What rice grades suit the Togo and Sahel market?
The standard grades are IR64 parboiled rice at 5% broken (the West Africa benchmark) and 25% broken for everyday demand, long-grain white rice at 5% and 25% broken, and 100% broken rice (brisure de riz) for the most price-sensitive Sahel markets. India lifted its 100% broken rice export ban in March 2025, so every grade is now freely available. Parboiled rice is preferred for its breakage resistance during long overland transit to the Sahel and its longer storage life in hot, dry conditions.
How is rice shipped from India to Lome, Togo?
Rice ships from Indian ports, most commonly Mundra and Kakinada, to the Port of Lome by container (FCL) and breakbulk vessel, with transit of about 18 to 25 days. Because Lome is a deep-water port, large vessels can call directly without transshipment delays. From Lome, rice destined for the Sahel moves overland by truck to Burkina Faso, Niger, Mali and Chad under ECOWAS transit documents.
Is Indian non-basmati rice export to Togo currently allowed?
Yes. India lifted its non-basmati white rice export ban in September 2024, removed the minimum export price and parboiled duty by October 2024, and lifted the 100% broken rice export ban in March 2025. All non-basmati rice grades are now freely exportable from India to Togo and the wider West African region.
What is the minimum order quantity for rice to Togo?
For container shipments the standard minimum is one FCL, approximately 25 to 27 MT for a 20-foot container. Lome's deep-water capacity also makes it efficient for large breakbulk and bulk-vessel shipments serving the high-volume Sahel re-export trade. Mixed grades can be combined in a shipment. Contact us with your grade, quantity and shipment preference for a CIF Lome quote.
What documents are provided for rice shipments to Togo?
Every shipment includes Commercial Invoice, Packing List, Bill of Lading, Certificate of Origin, Phytosanitary Certificate from Indian Plant Quarantine, Fumigation Certificate, and Certificate of Analysis from a NABL-accredited lab. For onward transit from Lome to Burkina Faso, Niger, Mali or Chad, the clearing agent prepares the ECOWAS road transit documents. We supply the full India-side export document set for clean clearance at the Port of Lome.
What rice price can Togo importers expect from India?
Indian non-basmati rice is highly price-competitive for Togo, and Lome's deep-water port adds a freight advantage because larger vessels lower the cost per tonne. Price depends on grade (100% broken is lowest, then 25% broken parboiled or white, with 5% premium higher), packing and shipment type. Indian FOB pricing drives the CIF Lome landed cost. Send your grade, quantity and shipment preference for a current CIF Lome quote, typically within 24 hours.
