Can you import makhana from India to the UK?

Yes, and the commercial case has just improved. The UK India Comprehensive Economic and Trade Agreement entered into force on 15 July 2026, giving the large majority of Indian goods preferential access to the UK market when the entry is supported by a valid proof of origin.

But there is one question a British buyer has to settle before anything else, and most suppliers will not raise it. Makhana has a regulated status under the novel food regime, and Great Britain and the European Union have taken different paths since Brexit. We have set out what we found below rather than leaving you to discover it at the point of sale.

Makhana and the GB novel food register

A novel food, in both Great Britain and the European Union, is a food without a significant history of consumption in the UK or the EU before 15 May 1997. Foods in that category require authorisation before they can lawfully be placed on the market.

The European Union treated makhana as falling inside that regime. Commission Implementing Regulation (EU) 2023/652, dated 20 March 2023, authorised the placing on the market of roasted and popped kernels of Euryale ferox Salisb. as a traditional food from a third country, under Regulation (EU) 2015/2283.

Great Britain has run its own novel food register since 1 January 2021. EU authorisations granted before that date carry over to GB. EU decisions taken after it do not. The makhana authorisation post-dates the cut off by more than two years, so it does not carry across on its own.

When we searched the FSA Register of Novel Food Authorisations for Great Britain, no entry was returned for Euryale ferox, for makhana, or for fox nut.

We want to be precise about what that does and does not mean. Absence from the authorised register is not a ruling that the product is novel, and it is not a statement that makhana cannot be sold in Great Britain. It may equally mean that no one has sought a determination, or that the product is regarded as having sufficient history of consumption in the UK to fall outside the regime altogether. The Food Standards Agency is clear that verifying novel food status is the food business operator's responsibility, and that the Article 4 consultation is the route to a legal determination.

Northern Ireland continues to follow EU rules, so the 2023 EU authorisation applies there in a way it does not automatically apply in England, Scotland and Wales.

What we suggest. If you are placing makhana on the Great Britain market, resolve this before you contract volume, not after. We will supply origin documentation, processing descriptions and history of consumption evidence to support an Article 4 request or a regulatory review. We would rather lose an order than have a customer pull product off shelf.

Why UK buyers source makhana from Bihar

Makhana is unusual among agricultural commodities in having essentially one origin. The seed comes from Euryale ferox, an aquatic plant grown in shallow ponds, and Bihar accounts for the large majority of world production. There is no meaningful second source to switch to, which changes how a UK buyer should think about supplier relationships and forward cover.

A market that already knows the product

Unlike most Western markets, the UK has a large and established South Asian community that has bought makhana for decades through ethnic grocery channels. That means a UK brand is not creating awareness from nothing; it is moving a familiar product into a mainstream better for you snacking set.

Suta calibration determines what a lot can be sold as. A buyer who specifies 6 suta and receives 5 suta on the third container has a shelf problem, not a paperwork problem. Locking the grade and the tolerance in writing is the single most important thing a UK buyer does at contract stage.

Suta grades mapped to UK applications

Suta is the traditional Bihar calibration system and it is how every serious makhana contract is written. Larger suta means a larger, more uniform popped kernel. Because popping yield falls as size rises, the larger grades are a limited share of any harvest, which is the constraint that most often surprises a buyer scaling a retail SKU.

What governs a makhana import into the UK

Beyond the novel food question set out above, four things decide whether a UK makhana import clears cleanly and at the right duty.

  1. Settle novel food status before you contract

    This is step one because it is the only one that can stop you selling the product at all. See the section above. The route to a legal determination is an FSA Article 4 consultation, and it is the food business operator's responsibility, not the exporter's. We supply the origin and history of consumption evidence; you or your regulatory adviser make the submission.

  2. Claim the CETA preference with a valid proof of origin

    The UK India Comprehensive Economic and Trade Agreement entered into force on 15 July 2026. Preferential duty is claimed at entry and supported by a proof of origin, and the goods must satisfy the agreement's rules of origin. Without a valid proof the standard rate applies and the benefit is lost. Agree your commodity code with your customs agent before the container sails, and ask us for the origin documentation with every shipment.

  3. Meet UK import controls for the commodity

    Dried, shelf stable plant products are treated as lower risk than fresh produce or products of animal origin, but the import control requirements depend on how the commodity is classified and can change. Confirm with your customs agent whether pre notification or any certification applies to your specific classification before booking, rather than assuming a low risk category applies.

  4. Get the label and the allergen position right

    Retail packs sold in the UK must meet food information requirements covering the name of the food, ingredient list, allergen emphasis, net quantity, durability date, storage conditions, business name and address, and country of origin. On allergens specifically, Euryale ferox is the seed of an aquatic plant despite the common name fox nut, and it is botanically distinct from Nelumbo nucifera, the true lotus. Because allergen declaration is a regulated labelling decision rather than a botanical one, settle it with your regulatory adviser before artwork.

  5. Decide who carries the specification risk

    Makhana disputes are about size drift, breakage and moisture pickup rather than food safety. Write the grade, the tolerance, the breakage cap and the moisture range into the contract, and keep a retained approved sample on both sides. A UK buyer who does this has a remedy; one who does not has a conversation.

Logistics

Freight planning for a very light product

Popped makhana is one of the lowest density foods in ocean freight. A container fills by volume long before it approaches its weight limit, which means your freight cost is driven by cubic capacity rather than tonnage. Buyers who budget makhana freight on a per kilogram basis, the way they would for rice or nuts, get the number badly wrong.

The density consequence

Because the container cubes out rather than weighing out, compression of packing format matters more than it does for dense commodities, and consolidation options that would be uneconomic for other foods become sensible here. Discuss carton dimensions and fill at quotation stage, not after booking.

LCL and air are real options

For launch volumes, retail tests and grade trials, less than container load consolidation and air freight are both genuinely viable for makhana in a way they are not for heavier agricultural goods.
