Can you import red chilli from India to China?

Yes, and China is among the largest destinations for Indian dried chilli. But the answer depends less on the product than on registration: food cannot lawfully enter China unless the manufacturing facility is registered with China Customs and the product appears on the approved list.

That registration regime changed recently. The framework that has governed overseas food manufacturer registration since 2022 has been replaced, with enforcement of the new rules beginning in mid 2026. Anyone working from guidance written before that is working from the wrong rulebook. The detail is set out immediately below, because for a Chinese buyer it comes before variety, grade or price.

Registration with China Customs is the gate

Under the registration regime administered by the General Administration of Customs of China, an imported food consignment generally requires three things to be in place. Not one of them is about the product itself.

The rules changed in 2026. The decree that governed overseas food manufacturer registration from 2022 has been replaced by a new framework, with implementation guidance published in March 2026 and enforcement beginning on 1 June 2026. The new framework introduces risk based registration, revised renewal procedures, changed customs declaration requirements and an expanded scope of facilities caught by the rules. Guidance written before this describes a regime that no longer applies.

A practical detail worth knowing. The manufacturer registration number is expected to appear on the packaging, and the requirement extends to the inner package as well as the outer. That is a printing and packing decision, not a paperwork one, so it has to be settled before a production run rather than after.

What we will and will not claim. Registration attaches to a specific facility, and registrations can be granted, renewed and revoked. We will not assert a registration position on a web page that may be out of date by the time you read it. Ask us at the enquiry stage for the current registration position of the facility that would supply your order, and confirm it independently through your own Chinese customs broker before you contract. If the answer is that a facility is not registered for your product category, you should know that before a sample is sent, not after a container is booked.

Origin Case

Why a country that grows chilli still imports Indian chilli

China is itself one of the world's larger producers and exporters of dried chilli and paprika type products, with a substantial processing base for powders and value added formats. So the question a Chinese buyer is really asking is not whether chilli is available, but which profile is not available domestically at the volume and price required. India answers that in three specific ways.

Heat that is hard to match

Teja, also traded as S17, runs from 75,000 to more than 100,000 Scoville units, and is India's hottest commercial chilli. For a sauce manufacturer or a spicy noodle brand building heat rather than colour, it is a concentrate rather than a filler, which changes the inclusion rate and therefore the landed cost per unit of heat.

Colour without heat

Byadgi carries an ASTA colour value of 130 to more than 180 at only 8,000 to 15,000 Scoville, with high oleoresin content. That combination is the reason it is specified by oleoresin extractors and by anyone using chilli as a natural colour rather than as a spice.

Depth of range from one origin

Nine commercial varieties from a single origin means heat, colour and use profile can be matched to the application without changing supplier, and without blending across origins to reach a target specification. Guntur alone handles the large majority of India's chilli trade, so volume follows the range.

Indian red chilli is specified by two numbers: ASTA for colour value and Scoville for pungency. Chinese food processing demand generally splits between heat driven applications, colour driven extraction and general culinary blending. The table maps each variety to where it fits. Forms And Cuts

Four processing formats, all nine varieties

Every variety is available across each format. Tell us the application and we will recommend the form and grade, because the right answer differs between an extractor, a sauce line and a retail packer.

Whole chilli

With stem or stemless. Sortexed for foreign matter and broken pieces, sold by length grade. The usual form where the buyer grinds or extracts locally.

Powder

Fine, medium or coarse mesh, in various ASTA grades. Supplied standalone or blended to a written specification.

Crushed and flakes

Coarse crushed to flake grade, with or without seeds, at variable mesh sizes. Seed content materially affects both heat and appearance, so specify it.

Sortexed grade

Colour sorted, stem removed, low foreign matter. Specified where appearance or a tighter foreign matter tolerance is required.

What governs a chilli import into China

Beyond the registration gate above, four things decide whether a consignment clears. Chilli is a commodity with well known contaminant and adulteration risks, which means it attracts attention at the border in a way that a lower risk product does not.

  1. Confirm registration and the approved product list

    See the section above. The facility registration and the product listing are prerequisites, not paperwork to be sorted during transit. Confirm the current position with your own Chinese customs broker as well as with us.

  2. Meet Chinese national food safety standards

    Imported food must comply with the applicable Chinese national standards, which cover contaminant limits, mycotoxins, pesticide residues and microbiological criteria. These are set independently of European and American limits and are not interchangeable with them. Where your specification references an EU or FDA limit, check it against the Chinese standard rather than assuming equivalence.

  3. Expect scrutiny on mycotoxins and colour adulteration

    Dried chilli carries two well documented risks. The first is aflatoxin, which develops where drying or storage is poor. The second is illegal colour adulteration, historically involving industrial dyes added to enhance red appearance. Both are routinely tested at import. Every consignment we ship is tested at a NABL accredited laboratory before dispatch and travels with a Certificate of Analysis, and third party pre shipment inspection can be arranged.

  4. Get the Chinese label right before printing

    Prepackaged food sold in China must carry a compliant Chinese language label meeting the applicable national labelling standard. Bulk industrial consignments and retail ready packs face different requirements, and the manufacturer registration number is expected on the packaging including the inner pack. Settle the label with your own regulatory adviser before artwork is committed to print.

  5. Agree classification and declaration with your broker

    Dried chilli generally classifies under the spice headings of the tariff, with the specific subheading depending on form, whether whole, crushed or ground. Only the first six digits of any classification are harmonised internationally, so your Chinese broker classifies independently. Agree the code before the container sails and we will align our Indian export filing to match.

Marking, and why it matters here

Chinese requirements extend the manufacturer registration marking to the inner package, not only the outer carton. For a bulk consignment that is a bag printing decision. For a retail pack it is an artwork decision. Either way it is settled before the production run, so raise your packing format at the quotation stage rather than after approval.

Transit times are not published here. Ask your freight forwarder for a current transit and service string. Standard turnaround from confirmed order to vessel loading is 15 to 25 days, subject to variety availability and packing requirement.

Plan around the harvest. The Indian red chilli harvest runs December to April, with Guntur as the largest spot market. Fresh crop availability, variety choice and grade consistency are all best in and shortly after that window. Buyers contracting outside it are drawing on cold storage holdings, which is normal but narrows the choice of grade.

Specify these, in writing

Chilli disputes are almost always about two numbers and one tolerance. Write the target ASTA colour value, the target Scoville range and the foreign matter tolerance into the order, and keep a retained approved sample on both sides.

For crushed and flake formats, state seed content explicitly, because it changes both the heat and the appearance of the finished product and is the most common source of a specification argument after delivery.

Which Indian variety suits a Chinese sauce or seasoning manufacturer?

It depends on whether you are buying heat or colour. Teja, also traded as S17, runs 75,000 to more than 100,000 Scoville and is the usual choice where heat is the objective. Byadgi runs 130 to more than 180 ASTA at only 8,000 to 15,000 Scoville and is the choice for colour and for oleoresin extraction. S11, also called Sannam, sits between them at 35,000 to 50,000 Scoville with 100 to 130 ASTA and is India's most exported variety where one lot has to serve both requirements. Ask for samples across all three and test them against your current specification.

Why import chilli from India when China grows its own?

China is itself a major producer and processor of dried chilli and paprika type products. Indian chilli is bought for profiles that are harder to source domestically at volume: the extreme pungency of Teja for heat driven applications, and the high colour with low heat combination of Byadgi for extraction and natural colouring. Buying a concentrate rather than a filler changes the inclusion rate, so the comparison is on cost per unit of heat or colour rather than cost per tonne.

What is the difference between ASTA and SHU?

ASTA is a measure of extractable colour, and Scoville Heat Units measure pungency. They vary independently, which is why Kashmiri can be very mild at 1,000 to 2,000 Scoville while still carrying 90 to 120 ASTA colour, and why Teja can be extremely hot at more than 100,000 Scoville while carrying only 50 to 80 ASTA. Specify both numbers on the order rather than one, because a lot that meets your heat target can still fail your colour target.

How is aflatoxin risk managed?

Aflatoxin develops in dried chilli where drying or storage conditions are poor, and it is routinely tested at import. Every consignment is tested at a NABL accredited laboratory before dispatch, with total aflatoxin below 10 ppb and aflatoxin B1 below 5 ppb as standard export parameters, and the results recorded on the Certificate of Analysis. Where the Chinese standard applicable to your product sets a different limit, send it to us and we will test and certify against it. Third party pre shipment inspection can also be arranged.

What packing formats are available?

Bulk formats are 25 kg PP woven bags with liner, 50 kg food grade jute bags, PP laminated bags as a moisture barrier, and cardboard cartons for powder and flakes. A 20 foot container loads around 25 MT. Retail formats run from 50 g sachets to 1 kg stand up pouches, vacuum sealed or resealable, plus tin containers. Note that Chinese marking requirements extend to the inner package, so packing format should be raised at the quotation stage rather than after sample approval.

When is the Indian red chilli harvest?

The harvest runs December to April, with Guntur in Andhra Pradesh operating as the largest spot market. Fresh crop availability, variety choice and grade consistency are best in and shortly after that window. Can you supply chilli powder to a specific ASTA and SHU specification?

Yes. Powder is available in fine, medium and coarse mesh across various ASTA grades, supplied standalone or blended to a written specification. Because ASTA and Scoville vary independently by variety and by harvest, a target specification is usually met by blending varieties rather than by selecting one. Send the target values and the tolerance you can accept, and we will confirm what is achievable before you commit.

What should I specify for crushed chilli and flakes?

State the mesh size and, critically, the seed content. Seeds carry heat and change appearance, so a flake with seeds and a flake without seeds are materially different products even from the same variety and the same lot. Seed content is the single most common source of a specification dispute after delivery, and it takes one line on the order to prevent.

Payment terms are confirmed on the proforma invoice against your written specification, before any payment is discussed. Samples are dispatched with a Certificate of Analysis so that the specification is approved in writing before an order is confirmed.
